So the vent is ten feet up. Average reach for a senior aged fat man (me) bout 7' give or take. Need about a 4' wooden dowel rod or such to access the latch. Piece of 3/8 X 4' wooden dowel at Home Deposit runs about a buck. Couple wood screws for the end to make a "latch tool " maybe 50 cents. $1.50 throw it in pass through and call it good. If it doesn't work, remove the wood screws and sharpen the end for a hot dog stick...
