User cp on the upper left of the screen below the splash title.
Look in the column on the left.
Toward the lower end of that column you'll see
edit ignore list.
Click it, type in the full or partial name of the offending member, select from the drop down provided.
Click save changes (or something like that)
A list of blocked members will show.
You can remove them from your blocked list easily with just
Uncheck the box
Click save changes.
