Fogs and low beam work together.
This doesn't narrow much down but it would point to the main headlamp control or steering column stalk.
I THINK power comes from seperate areas for fog and low beam and only come together at the stalk.

I just happen to have anew Ford stalk sitting here.
I don't know how this will help you, I don't have a schematic but I could do any pin out test you suggest.

I'm going to suggest you look at the wonky(mine is) main headlight control and make sure all the spade connectors are attached.


(the reason I have the stalk is many complain about the wiper control. So I bought a stalk, offered to do all the work, swap our wipers over to the stalk and print all the instructions. All I asked from this community was for someone to do the pin out and design a jumper I would build. You know what I got?
Crickets.)
