I had the same symptoms.
Turned out to be a faulty (or dirty/corroded) Use/Store solenoid.
In order to allow my coach to function properly for now, I over-rode the solenoid by connecting the positives together at the solenoid. Thus I currently do not have a functioning Use/Store switch, but the electrical system functions correctly.
I've ordered a new solenoid from Amazon for $35 which matches the Thor OEM.
