Assuming you are not at 100% of GVWR (likely required to allow for trailer tongue weight -- unless towing a car), you could get close to hitch rating with the Ford.
If starting out at 11,500 pounds (1,000 below GVWR), then you'd have 7,000 pounds of capacity before reaching the 18,500-pound GCWR. And that's pretty good for a small RV.
