I looked at the pictures for a 35C on line. Knowing how mine is set up I would look under the fridge and then pull the drawer under the stove. You said you have done that and did not find the valve. The next place I would look is under the bottom drawer between the stove and the sink. The valve and line it is attached to could be laying flat and be hidden by the drawer or something else laying on top of it.
Yes, there should be a valve and the motorhomes usually ship with the valve turned off and the ice makers winterized.
When you pull the drawers and open the access panels, rather than looking for a valve try looking for a thin 1/4 inch line running to the refrigerator and then try to trace it back. Imagine the refrigerator pulled out of the cabinet and then think about how far they could run an 8 foot line and then search everywhere within that distance.
Those are just my thoughts and how I would approach the issue.
