It was the actuator! Simple fix.
Remember the mirror stopped going up and down but did go side to side. I reversed the wires on the switch and diagnosed it was the mirror and not the switch.
Removed the glass, 4 screws and tested the actuator with w 9 volt battery. Indeed one of the motors was dead.
Ordered a new actuator
($65.00) and installed = mirror goes up and down again.
