On the back side of the water heater there are valves mainly for the purpose of winterizing. You can tweek them to feed a little more cold with the hot leaving the water heater. They were not meant for that purpose, but it is a learned trick to keep the water from scalding you. The temp of the heater is set so it works as a way to cool the feed a little.
