WFCO converter's fan work, not on a thermostat, but on the current supplied. So if the charger is supplying 12 volts to appliances or to well discharged batteries, it will run continually. When there is only a small current draw, then the fan will run only occasionally. PDI converters do use a thermostatically switched fan.
