The blower motor is up under the passenger's dash board. If the blower still works on the highest speed but is missing one or more of the speeds, then you have lost one or more of the resisters in the resister pack. A new resister pack is available from Proair for your Evans Tempcon dash heating and air-conditioner.
From the manual for trouble shooting the speed controller -
Select the speed that is not working on blower switch with the ignition on. Measure the voltage at the pin on the harness that goes to the blower motor. If no voltage is present replace the resistor pack.
This is a common A/C-heater on school buses. Find out who works on the buses in your area and let them trouble shoot the system. Only the compressor and the belt that drives it come from Ford. The rest of the unit is Evans Tempcon, Almost every RV dealer does not have the personnel, certification and equipment to repair a dash A/C-heat under-dash unit.
