One problem I see is the grease hubs dont have a fill hole. The center plug is for access to the grease jerk. And the hub should a lot fuller than that height.

The center plug is the fill hole and the level is at the bottom of the hole.

I found out that the inner part of the grease/oil seal attaches to the spindle and the outer part rotates with the hub.

May come apart that way but does not install like that.

When the National seal for oil bath hubs is pushed onto the spindle, the part of the seal that contacts the spindle does not rotate on the spindle. If you grab the part of the seal that would be installed in the hub, the hub part of the seal rotates. Looks like a two piece seal. The seal is made for oil bath hubs but can be used for grease.
The Dexter seal that I am replacing, works like I am used to. It rotates on the spindle.

The seals will be a snug fit on spindles. Use lube to install.

I prefer AMZ/OIL 75-90 Severe Gear. It comes in a nice squeeze bottle.

On level ground fill to bottom of fill hole.

The outer part is tight to the hub. The inner and outer parts rotate within them selves.

Mis read, you basically said the same.
