I think it depends in part on lithium battery chemistry. I have noticed that lithium iron phosphate chemistry, which is one of safest, is often placed inside. Other automotive chemistries are often placed under vehicle in an enclosure that permits temperature regulation/control.
The now common lithium iron phosphate battery shows up in numerous places inside RV where extreme cold temperature can be avoided by just keeping RV warm enough for humans and pets.
Obviously, placing batteries outside saves interior space so there is that.
