I'm having trouble with the CHH toilet valve running water. I have operated the dump arm it seems the valve is wide open and stays that way. This is a tall toilet which we installed last year. I was thinking I could just raise the old toilet by cutting out the old flange add a little pipe, a new flange and raise the old toilet to a height we like. The pipe in the old Dommetic toilet is almost large enough for 3" pic pipe, however the flange is 3 1/4 OD

1. What's a "CHH toilet valve"?
2. Dump arm? Is that the ball valve for the toilet or the dump valve for the tank?
3. You installed a tall toilet last year but now you want to raise the flange to make it taller?
The only thing I understand is you want to put a 3 1/4" OD pipe into a 3" ID hole.
