Several threads about this in past - where chassis year doesn’t match house year.
While the VIN is assigned by the chassis manufacturer, it is the final assembly vendor (Thor) that sets the model year... there can easily be a 1 year difference, especially at beginning of a model year.
State DMV/Secretary of State, etc is supposed to use the data from the final assembly vendor.
It can be difficult to change later, so best to insure paperwork is correct when dealer submits for title.
On a used RV, what was on the previous title?
As for the house being 2010 and it being sold as a 2011 - something not sounding right there...
Again look at the paperwork provided by Thor that set the year of the final assembly.
