Water pump cycling too often

Recently we noticed our water system is not holding pressure. The pump cycles about once every 30 seconds. I thought at 1st it was the water pump check valve and so I replaced the water pump. This did not help. There are no water leaks. The only other thing I can think of is that the Anderson 4 way water intake valve has a leak internally and water is shunting back into the holding tank. Getting to the valve is a bitch but cartridge access is easy. Questions: diagnosis correct? 2: anyone know of parts source for the cartridge?
