I would suggest you try different scenarios. Try connecting with the Winegard, then try your phone hotspot. But if the WiFi is dropping on the Winegard, like Judge said... that's another can of worms you'll have to sort out FIRST. Because without WiFi, the Winegard cannot broadcast your hotspot.
