Colorado MH Tax?

Question for any Colorado residents.

We are looking to move to Colorado Springs in the next year and I'm trying to figure out the tax on a motor home. I think I have this right after checking El Paso County Tax Assessors website...OUCH! But maybe I'm missing something, hopefully (but I doubt it).

So it looks like the formula for taxes is:

MSRP x .85 x the year the vehicle is in use.

Vehicle Age Tax
1st Year of Service Taxable Value x .021
2nd Year of Service Taxable Value x .015
3rd Year of Service Taxable Value x .012
4th Year of Service Taxable Value x .009
5th - 9th Yr of Service Taxable Value x .0045
10th Year of Service Minimum of $3/Year

So a 2015 MH with MSRP (who in the heck pays MSRP?? I think I only paid about 65-68% of MSRP) of 200,000K looks like this:

200,000 x .85 * .15 (second year of service) = 3,000!

Any of you Colorado residents confirm this?

Also how do they determine MSRP? I just looked through all my documents and can find nothing on the MSRP only the sales price.
