I assume that you have verified that the hot water tank is full by cautiously cracking the TPR (temperature/pressure-relief) valve?

There are usually two valves that by pass the water heater for winterization. If you succeeded in getting water into the hot water tank but can't get hot water at any faucet then the problem may be that the second valve is still in the by pass position.
