Correction:
All EV's have regenerative braking its a feature. Yes charging the battery provides resistance and thus the charging car would be more of a drag on the coach than simply towing in neutral.
The amount of regen can be adjusted, however, so it could be setup to minimally impact. That would all take effort, however, on the engineers to design a "being towed" mode into the cars. With EVs still being a relatively new beast I'm sure this hasn't been thought of yet.
