Phone gps does not rely on Wi-Fi or cell signals for positioning. It is GPS, exactly as a stand alone is.
They can triangulate using cell towers, as an added benefit that is map related, not GPS related.(download life360)
The phones I use as gps maps in my gator and quad and RV are not activated and do not have sim cards. They are no longer phones and no longer have access to cell towers. (except 911 calls, maybe. I don't know if 911 requires a sim).
Most to maybe ALL phone based maps allow you to download your route or even state or even continent, to use off-line.
Just as you have to do on a standalone.

We bought a Garmin RV 770 and used it for 30,000 miles so far ... works well. I prefer one over my phone simply because of screen size. Ability to integrate specs of the motorhome especially for tunnels is great. Good luck.

Gps
We use both a Garmin camera/gps and a Rand McNally trucker's gps. Fun to see the differences in route recommendations. The Garmin always points up to your direction driven, and gives arrival times. The Rand McNally always has north up top, gives altitudes, and will watch for your underpass height clearances. And the wife always has her phone in hand.
Three women's voices yelling at me as I exit an interstate. Ahhhhhh!

We currently use an Garmin RV 890. I have used Garmin since they were first released. I find Garmin to be very intuitive to use. My last 3 cars and current MH have built in GPS. I find all built in systems very difficult to use. My Garmin updates the maps regularly and automatically. In over 20 years of use i have only been led astray once.
I find it interesting to have both my MH GPS running and my Garmin when we travel. I guess i could also use my smart phone with Waze, but i dislike that program, the screens are to busy.
Don’t get lost out there and stay safe.

I get along very well with the built in RM
Use Google Earth and might get out the Garmin if in areas where it might be a bit difficult for a second opinion
Used the Garmin prior to RM primary for proper lanes in large cities
Also have maps and Atlas which are both utilized

Best GPS Ever
Well I have a Garmin besides the ole iPhone. Mine is a 9" screen model and I am happy with it. Only problem is it is wrong most of the time. Well not really but according to my mother-in-law I'm supposed to turn here or turn there in opposition to the GPS. I had her on the roof out of my hair for awhile after convincing her she was the only one who could detect a tornado in bad weather. Then she dropped her shotgun inside and blew a hole in the roof so now she is back inside with us telling me how to drive again and just sticks her head up through the hole in the roof to monitor for tornados. Had her in the basement while driving for awhile after telling her we might have a propane leak and asked her to ride down there to see if she could smell anything. After about 2 weeks down there she came out at a roadside rest area. I asked her if she detected any gas leak and she said, "no but the hole I cut in the black tank plumbing is keeping your tank empty for you".

Most important feature of RV specific GPS...it will prevent high RR crossings or low over passes along your route...if you program your RV profile correctly.

I have the Garmin 1090 RV with the 10 inch screen. I programed it to my coach and it routes me with the safe route to avoid tunnels/low bridges and toll roads. It also have voice activation and I can ask it to route me to the nearest grocery store/fuel stop... while I have it programed to the my daily ending spot while on the road.

I tried it in parallel with our other navigation aides on a 10 day trip this past April/May. It had many issues which made me classify it it as "Not Ready For PrimeTime".
