California doesn't hold exclusive rights... there's infestations everywhere. It just depends on where you look... and your tolerance level.

I have only had one encounter with such a camper, but it was a doozy. This was in a state campground in the Catskills, NY. I was chatting with my camper neighbor with my dog on my leash and his dog on one as well. The dogs were playfully jumping around and doing what dogs do- sniff butts.
A guy comes by with a hiking staff and says that we better keep those dogs under control. I said what is the problem. He said he was going to report us to the ranger. Later he came by and threatened my neighbor more explicitly on the way to the ranger station.
This campground didn't have a real LEO ranger but a campground host that manned the check in booth for limited hours. The guy found the host, ranted and raved and complained about our dogs. The host came down and talked with our neighbor but not us.
Later that night about 9:00 I heard him start up his truck and pull out with his camping trailer attached.
So the next morning I asked the host what happened. He said that the guy came back again earlier that night, apparently drunk and ranting about dogs and crazy campers, ie me and my neighbor. The host called a nearby state park that did have an LEO ranger who came by and kicked the guy out of the campground. We saw his rig parked in a strip mall as we left the next morning.
Bad behavior does have consequences, sometimes.

Close, but it was Devils Tombstone just a bit south of Hunter Mountain. The LEO Ranger came from North South Lake Campground to kick the guy out.

Yeah, I was a little surprised that the cop sent the camper on his way when possibly drunk. But I wasn't in the loop so maybe he sobered up.

Never stayed there: but I know exactly where it is.
Mongaup is Slightly West, and South of there. They also host an excellent snowmobile trail system.
